You misunderstand me.  I am not interested in loading the complete
FBSD source just to get /usr/src/UPDATING
Can it be downloaded  standalone of the source or is this info
retrievable from Freebsd.org someplace?

get the source either via /stand/sysinstall or via cvsup (prefered).
This will get you /usr/src/UPDATING.
