Okay, it wasn't clear you noticed this. I've just checked and it looks like you're right: the makefiles for telnet under secure/ were only added in the 4.x branch to support the SRA encryption features. There are only two telnet[d] make infrastructures in 3.x; under libexec/ and kerberosIV/. I'll try and update the advisory tomorrow.
