Check out /usr/ports/sysutils/webmin.  It allows ssh via a secure browser.
Not available yet as a port but more oriented to users as opposed to admins
is usermin at www.webmin.com.  usermin can be configured with webmin.  It
installs easily but there's an minor problem with a dso iirc.  Think it also
has ssh via an ssl browser.
