In the man page for BSD/OS they mention a boolean capability
"widepasswords" that you can set in login.conf. Does FreeBSD have
such a capability?

This uses the new extended crypt() functionality and allows for up to
128 character passwords. The man page for FreeBSD's crypt implies
that the extended crypt() functionality is there. A quick scan of the
FreeBSD sources for login(1) and passwd(1) don't seem to indicate that
they use wide passwords.
