Well, Terry do you mean propogation to _full_ 8859-1 or the same
_reduced_ variant as Kaleb means?

Well, currently we have XPG/4 into libc and even some data to support it,
so you can believe.
Are we need a vote to cut down XPG/4 to XPG/3?
