 Did you happen to do a ``make world'' in /usr/src before you built a new
 kernel?  I've seen this one happen and its always because they are trying
 to build a kernel from a userland that doesn't match the sources of the
 kernel.  Do a ``make world'' and it should be able to compile a kernel
 after the make world is done.
