This is a regression.  It is a bug for swi_camnet and swi_cambio to
be hard-configured in the alpha ihandlers[].  It is another bug for
cam to access ihandlers[] directly instead of using register_swi().
register_swi() apparently works on alphas since it is used in sio.c.
