FWIW, soemething on my list of things to do sometime is go through the
docs the doc/ tree, and replace instances of

    &ldquo; ... &rdquo;

with 

    <quote> ... </quote>

The stylesheets can then turn these into quotes more appropriate for the
language concerned.
