Maybe.  But with a locale of en_US.UTF-8, I don't tend to run into
non-UTF-8 filenames.

Admittedly, I can't appreciate the scope of this problem.  Bland has
already chimed in on this, and I know he's done some work on i18n in the
past.  I'll defer to his judgment.
