Since the system can be installed by ftp - you only need the boot (and root?) floppy images to boot and start the process. If you are on a slow / flaky link, you might consider loading from a DOS partition / tape / floppies (ugh). In that case, you'll need at least the 'bin' distribution (binaries). The man pages 'man' are pretty much compulsory. If you want X windows you'll need the XF86312 directory, etc, etc. See the FAQ / Handbook at www.freebsd.org for installation info.
