Yes, it means that if you want to install with a PS/2 keyboard you need to have it plugged in at boot, but that's very rare problem relative systems with only USB keyboards. The only situation I can think of where plugging the keyboard in and rebooting isn't an acceptable workaround is installing large numbers of machines. In that case building custom install media isn't all that hard. I realize this is a hack and that at the end of the day it's wrong, but the default is wrong too. I've got a workaround in place in multiuser via devd, but this late in the release cycle, I believe that what we've got is a good as we are likely to get.
