I WASN'T warned this broke the 4.x->5.0 upgrade.  I was told it broke
cross builds by someone working on cross builds of 5.0 from one platform
to another.  Due to the specialized nature of this work, and the
importance of polishing the release, I wanted to delay revisiting this.

I have another idea I would like to try that is more generic.  If that
does not work, then I'll add a trimmed down version of your patch (more
simular to what NetBSD does).
