Yep, FreeBSD itself is free to distribute.

Actually, I would save yourself some time and download the ISO image for CD 1
of the Walnut Creek CD-ROM CD.  It can be found somewhere under
ftp://ftp.FreeBSD.org/pub/FreeBSD/releases/.  This would make your life a lot
easier. :)
