You're making it quite obvious that you're not from the US here. (no offense) Free Enterprise produced several different devices that did TV advertisment blocking based on audio track level. Typically commercials were louder than the program. I can't seem to remember the name of the outfit that started this business but the devices they sell now are quite complex and aparently work fairly well even though broadcasters have stoped making commercials so easy to spot.
