Subject:   tool chain for "FreeBSD hypertext man pages"?

I'm interested in finding the code that is used to add hypertext links
and format the FreeBSD man pages into HTML.  I've looked at Wolfram
Schneider's man.cgi script, but (unless I'm missing something) this only
presents pages that have already been formatted.  Help?
