256 entries in the routing table is not high.  Make sure you
have `maxusers' set to a high value, or tune network buffers
with the NMBCLUSTERS option.

See with `vmstat -m' who "eats" memory.

If the problem is with too many cloned routes, try setting the
net.inet.ip.rtexpire=0.
