DHCP is used to assign IP addresses to clients.  I do not know if
the client software is included but you probably want to look at

http://www.isc.org/dhcp.html

There are ports of the ISC and WIDE DHCP servers available on the
FreeBSD ftp site.

Personally I'd switch ISPs :)
