Have you setup the virtual ftp sites as complete ftp directories?
Each virtual ftp site has to be setup per the anonymous section
of man ftpd.

I run several virtual ftp sites via wu-2.4(4) + the virtual patch.

virtual 205.216.172.105 /upa1/home/bobr/ftp /upa1/home/bobr/ftp/etc/welcome.msg
virtual 206.24.107.91   /upa6/home/mis_dept/ftp /upa6/home/mis_dept/ftp/etc/welc

virtual 205.216.172.102 /upa3/home/admin1/ftp /upa3/home/admin1/ftp/etc/welcome.
msg
virtual 205.216.172.89  /upa3/home/marcd/ftp /upa3/home/marcd/ftp/etc/welcome.ms
