It looks like dougb MFC'ed a change I made to the PATH of /etc/rc
(revision 1.300) in a mega-MFC. And that's OK. To quote the log
message for the change,

  date: 2002/03/16 20:01:25;  author: cjc;  state: Exp;  lines: +2 -2
  Only put standard FreeBSD directories in the PATH. If the
  administrator wishes to run commands outside of the PATH, he should
  use a full pathname for the executable or set the PATH as appropriate
  in any local startup scripts.

All the change amounted to was removing /usr/local/sbin from the
PATH (it had been added as a kludge in ancient times).
