I had a search through the PR database, and came across this:

http://www.freebsd.org/cgi/query-pr.cgi?pr=bin/147430
freebsd-update(8) not updating /usr/src/UPDATING

I appears to be a long outstanding issue (from june 2010). Not really
critical, but certainly confusing.
