For some odd reason, the XFree86-4 > port didn't create it, even after a reinstall. Thanks. I've noticed that new installs of X 4.2.0 don't use /etc/X11, but rather /usr/X11R6/lib/X11. Upgrade installs will still use /etc/X11. However, all you should need in /etc/X11 is the config file, and an app-defaults directory. That's all I have on my laptop here, and things work fine.
