I think you are supposed to edit "maxusers" in your kernel config and 
then recompile and reboot.  The kernel config file is found in 
/usr/src/sys assuming you grabbed the kernel sources.

I think there is some sort of dos emulation program if that's what you
want or Wine for windows emulation.  But for Win95, you need to reboot.
