I'm not sure that there's any workable way to "get someone's personal attention" on an ongoing basis. This is a volunteer project and people resent generally being assigned things or disappear for long periods even when they don't resent it. Of course, if you think you have a more scalable solution then my only suggestion would be to implement it and see how it works. We've tried a number of different things over the last 5 years and pretty much all of them have failed, so I don't think anyone will dispute the validity of your concepts so much as the validity of trying to make such things actually work in this context.
