Basically, most people expect unix systems to ship with a working mail subsystem and, whatever your personal feelings about it, sendmail is the industry standard. FreeBSD doesn't have a suffiently fine-grained component-based distribution system to enable us to start splitting every piece of contributed software off, and making them all optional. In the interest of shipping a 'fully functional' system, sendmail is included in the base distribution. Personally, I don't think that sendmail_enable="NONE" is too much to ask to disable sendmail.
