I never encountered this during my testing of XFCE 4.14. To change the screen saver used by the desktop you should go to the Session= and Startup configuration utility (available in the settings menu). In the Application Autostart tab there should be lines for Screensaver and XScreenSaver. You should be able to disable the first and enable the second. Could you try that?
