We use a program called cgiwrap, which works quite well for this. You can
get it at:

http://cgiwrap.unixtools.org/

We just have users use www.domain.com/cgi-bin/cgiwrap/username/filename
This prevents us from having to actually setup cgi-bins for all of our
users in the apache config. cgiwrap just reads from their
~public_html/cgi-bin directory to find the proper script.
