Excellent hint!  Thank you!

There was a typo in sys/alpha/alpha/ipl_funcs.c, so softclock was
never running.  I've just committed a fix.

Now my AS500 and UP1000 boot.  Woo-hoo!

I still don't understand how things were working for you..
