sorry .. i know you read this really often .. but :

i can't make buildkernel KERNEL=<name_of_kernel>
neither for my custom kernel nor for GENERIC
it stops at locore.s
there seem to be some bits(include-files) missing
i did a cvsup from cvsup.freebsd.de Tuesday around 4pm UTC

make buildworld &
make installworld &
make buildkernel by itself do work

even stranger:
-->
config -d <working_dir> <custom_kernel>
cd <working_dir>
make depend
make
make install
<-- does work as well

so if you know something about this

PS: i experienced the same problem some time ago ..
    i did send a PR [i lost track of it :( ]
