It seems to me that it would lead to needless complitations.
I think that it would be better to state, that Tier-1 sites have
all and Tier-2 sites have anything, what site operators say
themselves, for example releases, ISO images and packages just
for latest i386 releases, or just all i386 ISO images - however
it should be clearly stated somewwhat and somewhere (Handbook,
finger message, FTP/Rsync welcome message, or so).
