The problem with this situation is that libxml2 and libxslt are also
required by the DocProj toolchain, which has absolutely no dependence on
Python whatsoever.  I only discovered this when release builds suddenly
started requiring Python some months ago.  :-p

(Yes, I learned about WITHOUT_PYTHON.)
