Make sure you have these lines exactly in your kernel config:

options         "ALLOW_CONFLICT_IOADDR"

device          psm0    at isa? port "IO_KBD" tty conflicts irq 12 vector 
psmintr

notice: the word 'psmintr' is supposed to be on the 2nd line, not on it's 
own.
