I have written before on this issue, but still can not seem to get it
nailed down.

I have manually set the 'limits' for maxprocesses to '1000' or even
sometimes 'unlmited' and after about 3 hours it seems to go right back to
'64' .

this is a very high traffic server , and when this happens it causes the
'can't spawn child processes' error.
