RELENG_4 gets the current version of -STABLE, which will include all
security fixes.  RELENG_4_* tags are only updated to cover critical
fixes, so people can update production machines without having to track
-STABLE (which sometimes changes more than one might wish, especially
after a new 4.x release if one cannot immediately upgrade a production
server).
