Patch for fetchconfig 0.26

Hello,

the attached patch updates fetchconfig to 0.26. Following network devices a=
re
supported with the new version:

+ Acme.pm: support for Oracle Acme Packet.
+ CiscoIOSXR.pm: support for Cisco IOS XR.
+ CiscoSG300.pm: support for Cisco SG300.
+ Coriant8600.pm: support for Coriant 8600.
+ Mediant.pm: support for Audiocodes Mediant.
+ NECUnivergeIX.pm: support for NEC Univerge IX series.

The project has also moved from GNU/Savannah to GitHub.=20

Changes to the port:
- changed PORTVERSION to DISTVERSION
- replaced MASTERSITE with GitHub information
- added/sorted new Perl modules in Makefile and pkg-plist
- changed pkg-descr to give more comprehensive information

QA:

- poudriere (11.1Ramd64 + i386) -> OK
- portlint -> OK
