Er, not in so many words, no.  We have months of off-and-on discussions
on the topic, and I have this large hazy model in my head which I hope to
crystallise in the "config manifesto" I've been talking about.

Note the cunning term "planned modular design"; ie. I plan to make the
design modular. 8)
