Jeffs UMA changes causes this. ia64 is similarly hosed. Just
revert the sys/vm/* to 9/19/2003 00:00.

The problem AFAICT is that the reservation has been removed. This
causes uma_small_alloc() to be called before the VM has been
initialized properly.
