I took your advise and hunted down a Livingston radius server.

I grabbed a  binary for BSDI on
ftp://ftp.livingston.com/pub/le/software/bsdi/radius_2.0.1_BSDOS_2.0.tar.Z


I have just installed it and it seems to be working fine.
