The default umask is a compile-time setting. The define is in one
of the source modules. grep for "UMASK" and you should find it.

Nope, not that I know of. I think the default is 002, which is imho
a mistake unless you're placing all users into their own group
(which actually isn't a bad idea - just a little more trouble
to manage).
