Upgrade to a later version of FreeBSD. I'm certain quota's were broken
in 2.0R, and 2.0R also doesn't have the sysconfig file (it appeared
between 2.0 and 2.0.5). There are countless other bug/misfeatures in
2.0 which have been stamped on since then (since 2.0 came out over a
year and a half ago...)
