Hmm, XFree86-libraries appears to install it OK for me:

knap(~) [94] > pkg_info -W /usr/X11R6/include/X11/Xft/XftFreetype.h
/usr/X11R6/include/X11/Xft/XftFreetype.h was installed by package XFree86-libraries-4.2.1_5
