Well, if we're to do any sort of "speculative loading" as a way of
implementing hooks, it would be nice to have an "include without
yelping" routine that would just fail silently if the file wasn't
found.  It's either that or write a routine which opens the file,
attempts to load it if found, then closes it (if open).  It's kinda
cumbersome for what should really be a built-in.
