astro/josm: update to 8800 patch

Update of astro/josm from version 8677 to latest release version 8800.
(See attached patch)

The output of =C2=BBportlint -AC=C2=AB with comments:

poudriere testport output and setenv =C2=BBDEVELOPER yes; make clean;
make stage && make check-plist && make stage-qa && make package=C2=AB output
will follow  shortly.
