I don't see we have NO_PACKAGE set at all.  I know XFree86 packages bits
for us, but they don't do it for CURRENT.  Since the signal changes
bumped a number of shared libs, it isn't possible to use a 3.x X11 on
-CURRENT w/o a bunch of compat3x libs.
