There's a long thread about this already on the freebsd-ports@ list,

The problem is that mailman3 is apparently badly documented; has been 
rewritten in a way significantly incompatible with existing mailman2 
setups and despite being 5 years old, is still missing some important 
functionality that mailman2 has.
