So, as you can see, -r doesn't actually resume the download.  As far as
I can tell, it doesn't do anything (but this does not mean I reviewed
the code).

I would be willing to help debug the code (and possibly fix it, but that
may be beyond my knowledge of FTP protocol).  I would be willing to push
Satoshi to make -r a default FETCH_BEFORE_ARGS option, since it would
ensure that downloads are made in the most efficient manner possible.
