No. If we look at what gateway_enable does in rc.network,

        case ${gateway_enable} in
        [Yy][Ee][Ss])
                echo -n ' IP gateway=YES'
                sysctl -w net.inet.ip.forwarding=1 >/dev/null
                ;;
        esac

It turns on IP forwarding only.
