According to http://www.csd.toshiba.com/ you need the 'tsetup.exe' program. Instructions on the webpage says that you can enter bios while holding down a key during power-on, but doesn't tell which key. 

Hmm, according to other info on that site, the procedure is as follows:
1. Power up computer from off condition with ESC key       depressed. Unit will display "Check system. Then press
   (F1) key".
2. Release the ESC key, press the F1 key. This will put the
   unit into the BIOS setup screen. 

Use at your own risk.
