It seems that SPF_dns_destroy_config_resolv() does issue res_close(),
and a user of libspf-alt must call SPF_dns_destroy_config_resolv().
Yes, spf_check() dees call SPF_dns_destroy_config_resolv().  But, when
timeout is occur, sendmail may invoke mlfi_close callback.  I suspect
that mlfi_close() need to do more to call
SPF_dns_destroy_config_resolv().
