actually it's not quite the same..
they have som intersting work in procfs going on where thay allow
you to set different values for differnt processes.
sort of 
sysctl -per-process.

don't know if it's in the mainline yet or ever will be but it'd
sure be useful.
 There was a talk on it at the USELINUX part of USENIX.
