Please provide a verbose dmesg of the boot, and output of sysctl
kern.timecounter kern.eventtimer for 10.3 and 11.0.

I am somewhat skeptical WRT the exact commit which you blame, since rc.conf
settings cannot affect earliest boot, but you noted that the boot is slow.
